São Tomé and Príncipe runs the lowest-priced citizenship by investment programme currently open to international applicants. That single fact brings a steady stream of enquiries — and most of them arrive with the same question: what does it actually cost, all in, once every fee is counted?
Headline numbers are easy to quote and easy to misread. This article sets out every component of the cost, in the order you will pay it, for a single applicant and for a family. Alpha Immigration Associates is an authorised marketing agent for the programme, listed on the Citizenship by Investment Unit’s own register of agents, so the figures below are the ones we quote in our own client agreements.
The Headline Figure: US$90,000
The minimum contribution for a single applicant is US$90,000. This is a non-refundable contribution to the national development fund — not an investment you later recover, and not a property purchase. There is no real-estate route on this programme.
That US$90,000 is the government contribution only. Three further components sit on top of it, and any quotation that omits them is not a complete quotation.

Full Cost Breakdown — Family
This is where the programme becomes genuinely distinctive. Most citizenship programmes price each additional family member separately, so the cost climbs with every dependant added. São Tomé and Príncipe prices the contribution as a flat figure for a family of up to four.

- Due diligence: US$5,000 flat for the whole family
- Post-processing: US$750 per person — US$3,000 for four

Read those two tables side by side. A single applicant pays US$95,750 in government cost. A family of four pays US$103,000 — an increase of roughly seven per cent to bring three more people onto the file. There is no other open programme where a family of four is priced that close to a single applicant.
Worked example: a family of three
Contribution 95,000 + due diligence 5,000 + post-processing 2,250 (three people at US$750) + professional fee 10,000 = US$112,250. That is a real figure from a live Alpha file, not an illustration.
Who Can Be Included
The Unit’s published guidance defines the family unit as the main applicant plus a spouse or de facto partner, children up to the age of 30, and parents and grandparents. Each adult applicant on the file provides their own police clearance from every country of residence.
Family definitions are the single most expensive thing to get wrong in this sector. Restructuring an application after filing means fees already paid on the wrong structure. Confirm who is eligible before any money moves — that conversation costs nothing.
Timeline: What “Six Months” Means
End to end, budget about six months. The Unit describes the process in two stages: approval in roughly two months from a complete submission, then the passport issued three to four months after approval.
Older marketing material in this market still advertises a sixty-day turnaround for this programme. That figure is out of date and we have retired it from our own materials. If you are being quoted two months to a passport in hand, ask what the quote is actually measuring.
What the Passport Does — and Does Not — Do
The document carries visa-free or visa-on-arrival access to 59 destinations, including Singapore, Hong Kong, Brazil, Malaysia, Mauritius, the Seychelles and Macao. Destination access changes without notice; verify against your own travel before you commit capital.
Be equally clear about the limits. This passport does not carry Schengen or United Kingdom access, and any agent who tells you otherwise is either misinformed or selling you something. The genuine strategic edge here is different. São Tomé and Príncipe is a member of the CPLP, the community of Portuguese-speaking countries, which opens streamlined residency pathways to Portugal and Brazil for its nationals. That is a residency pathway, not a travel benefit, and it is the reason this programme appears on shortlists that price alone would not explain.
How It Compares
Against the other programmes we advise on, the positioning is straightforward. Vanuatu starts from US$130,000 and delivers the fastest turnaround in the sector, typically one to three months. The Caribbean five start from US$200,000 and carry Schengen access. São Tomé and Príncipe sits below both on price and takes longer than Vanuatu.

Other Costs to Budget For
The figures above cover government and professional fees. Outside them, budget for document procurement and legalisation in your home country — police clearances, apostilles, certified translations — plus courier and biometric enrolment costs. These vary by nationality and are typically a low four-figure sum in total. We itemise them before you sign, never after.
Is It the Right Programme?
It fits a specific profile well: a family that wants a second citizenship at the lowest achievable total cost, that values the Portuguese-speaking residency pathway, and that is not in a hurry. It fits badly if you need European travel access or a document in under sixty days.
