Vanuatu Introduces World’s First Sustainability-Linked Citizenship Program

In a development for the global citizenship by investment industry, Vanuatu has announced the Capital Investment Immigration Plan linked to the Coconut Oil (CNO) Future Fund — the world’s first citizenship program tied directly to environmental sustainability and renewable energy investment.

The new CIIP-CNO pathway requires an investor contribution of $115,000 plus a $50,000 redeemable investment in the CNO Future Fund, which focuses on developing Vanuatu’s coconut bio-fuel sector and supporting the nation’s 2030 carbon net-zero goals. The redeemable component means investors can recover a portion of their investment after a specified holding period, creating a unique value proposition in the CBI landscape.

A New Model for Citizenship by Investment

Traditional CBI programs have typically channeled investment into government funds, real estate, or public infrastructure. Vanuatu’s CNO pathway represents a model shift by directly linking citizenship investment to measurable environmental outcomes.

The coconut bio-fuel sector is particularly significant for Vanuatu, where coconut production is a cornerstone of the rural economy. By directing CBI investment into this sector, the program creates a virtuous cycle: international investors gain citizenship while funding sustainable development that benefits local communities and advances global climate goals.

Program Details

The CIIP-CNO program accommodates families of up to four members, with processing times estimated at 60 to 90 days. The $50,000 redeemable investment is held in a managed fund structure, providing investors with both environmental impact and potential financial returns.

“The CNO Future Fund represents the future of citizenship by investment. Our clients are increasingly sophisticated — they want their investment to do more than just secure a passport. They want it to create positive impact. Vanuatu is the first country to truly deliver on that promise, and we’re proud to guide our clients through this innovative pathway.”

Competitive Positioning

With Caribbean CBI programs recently increasing their minimum investment thresholds to $200,000 and above, Vanuatu’s combined investment of $165,000 ($115,000 + $50,000 redeemable) offers compelling value — particularly when the redeemable component and sustainability angle are factored in.

For investors who prioritize both financial efficiency and social responsibility, this program creates an unmatched opportunity in the current CBI landscape.
