Vanuatu Announces Transition to Biometric ePassports — A Major Step Forward

Vanuatu has announced a comprehensive overhaul of its passport system, transitioning from traditional paper-based passports to biometric electronic passports (ePassports) compliant with International Civil Aviation Organization (ICAO) standards. The new system incorporates RFID chips containing fingerprint data, iris scans, and facial recognition information.

This transition, which begins with a phased rollout starting August 2024, represents one of the most significant technical modernizations in Vanuatu’s history. The paper-based passport application system will cease accepting applications by August 31, 2024, with diplomatic missions given an extended deadline through November 2024.

Why Biometric Passports Matter

Biometric passports are now the global standard for secure international travel. They incorporate encrypted data chips that make counterfeiting virtually impossible, and they interface with automated border control systems at airports worldwide. For Vanuatu passport holders, this transition means faster processing at immigration checkpoints and enhanced security that meets or exceeds the standards of most developed nations.

The transition also directly addresses concerns raised by the European Commission regarding passport security — a key factor in ongoing discussions about Vanuatu’s visa-waiver status with the European Union.

Operational Changes for Applicants

Under the new system, all citizenship by investment applicants will need to provide biometric data as part of their application process. Biometric enrollment can be completed at designated centers in Vanuatu, Dubai, Hong Kong, and Nouméa, New Caledonia.

The cost of biometric enrollment varies by location — $500 per applicant in Vanuatu and $1,500 per applicant at overseas enrollment centers. While this adds a new step to the application process, it also means that passport issuance will be faster and more secure once biometric data is captured.
