CIIP-CNO Future Fund Officially Launches — Citizenship Meets Sustainability

After months of anticipation, Vanuatu has officially launched the Capital Investment Immigration Plan (CIIP) linked to the Coconut Oil Future Fund. This program, first announced in late 2023, is now accepting applications and represents a new chapter in the evolution of citizenship by investment worldwide.

The CIIP-CNO pathway stands alone as the only citizenship program globally that directly ties economic citizenship to measurable environmental sustainability outcomes. Investors contribute to Vanuatu’s coconut bio-fuel sector while simultaneously securing citizenship for themselves and their families.

Investment Structure

The program requires a total investment of $165,000, structured as follows:

A non-refundable government contribution of $115,000, and a $50,000 redeemable investment in the CNO Future Fund. The redeemable component is invested in a professionally managed fund focused on coconut oil production and bio-fuel development. After a five-year holding period, investors may redeem their $50,000 investment.

The program accommodates families of up to four members within the base investment structure, with additional dependents possible at incremental costs.

First-Mover Advantage

Early applicants to the CIIP-CNO program benefit from being among the first investors in what could become a model for future CBI programs worldwide. As global attention increasingly focuses on sustainable investment and environmental responsibility, the CIIP-CNO pathway positions its investors between citizenship planning and impact investing.

“We’ve been following the CNO Future Fund development since its announcement, and the official launch exceeds expectations. For clients who value purpose alongside pragmatism, this is the most compelling CBI option available today. The ability to secure Vanuatu citizenship while investing in renewable energy and recovering your investment after five years — it’s genuinely innovative. We’ve already helped several clients submit applications through this pathway.”

Processing Timeline

Applications through the CIIP-CNO pathway are processed within 60 to 90 days, slightly longer than the traditional DSP route due to the additional investment structuring requirements. However, for investors who value the sustainability component and redeemable investment feature, the additional processing time is a worthwhile trade-off.
