CIIP Program Reopens After Regulatory Update — Enhanced Framework Now in Place

Following a brief suspension for regulatory refinement, Vanuatu has officially reopened the Capital Investment Immigration Plan (CIIP) with an enhanced governance framework. The program, which was temporarily suspended on March 17, 2025, resumed operations on May 29, 2025, following the completion of comprehensive procedural updates.

The reopening signals the successful completion of the regulatory overhaul and reinforces Vanuatu’s commitment to maintaining a high-quality citizenship by investment program that meets evolving international compliance standards.

What Changed During the Suspension

While specific details of the regulatory updates have not been fully published, industry sources indicate that the changes focus on enhanced documentation standards, strengthened oversight mechanisms for investment fund management, and updated compliance procedures aligned with international anti-money laundering frameworks.

The CNO Future Fund — the sustainability-linked investment vehicle that was a flagship component of the CIIP — has been relaunched under the revised regulatory framework, positioning it as the leading option within the reformed CIIP structure.

CNO Future Fund Performance

Despite the temporary suspension and the devastating December 2024 earthquake, the CNO Future Fund reported strong performance in its first full year of operation. The fund raised $6.25 million and achieved a 32.62% Net Asset Value growth — impressive returns that demonstrate the viability of the sustainability-linked investment model even under adverse conditions.

“The CIIP reopening validates what we’ve been telling our clients throughout the suspension period — this was a refinement, not a retreat. Vanuatu paused operations specifically to improve them, and the result is a stronger program with enhanced safeguards. For clients who were waiting for the CIIP to reopen, now is an excellent time to proceed. The combination of enhanced governance, proven fund performance, and the unique sustainability angle makes this one of the most compelling CBI options available globally.”
