Nauru’s Economic and Climate Resilience Citizenship Program is the newest citizenship-by-investment route in Alpha’s licensed portfolio, and it is the one we get the most practical questions about: what does it really cost once every fee is added, who can be included, how long does it take, and what does the passport actually open? This guide answers each of those with figures taken from the official government fee schedule published by the Program Office, verified by our team in September 2026.
If you want the one-line version: a single applicant can expect roughly US$102,700 in government costs at the current limited-time contribution, before professional fees, with approval typically three to four months after submission. The detail below shows where that number comes from.
What the programme is
The Economic and Climate Resilience Citizenship Program (ECRCP) grants Nauruan citizenship in return for a non-refundable contribution to the country’s climate-adaptation and economic-resilience fund. There is no real-estate option and no bond option: the only qualifying route is the contribution. Alpha Immigration Associates holds Authorized Agent licence NR20241213-02 with the Program Office, which means we file directly rather than through a third party. Requirements: who qualifies
The eligibility bar is similar to the Caribbean programmes, with a few points that work in applicants’ favour.
- Age and record. The principal applicant must be at least 18 with a clean criminal record and no pending charges. Applicants must not be subject to international sanctions or travel bans.
- Source of funds. The contribution and all fees must come from lawful, documented sources. This is where most delays happen, so we reconcile bank statements against the declared origin before anything is filed.
- Health. A medical certificate confirming no serious contagious disease.
- No residency or visit. There is no requirement to live in Nauru, to travel there, or to attend an interview. The whole process runs remotely through the licensed agent.
- Dual citizenship. Permitted. Applicants keep their existing nationality, subject to their home country’s own rules.
Who can be included
This is the programme’s strongest feature. After the 2026 amendments the list of eligible dependants is wider than any Caribbean programme we work with:
- Spouse
- Children of the principal or spouse, of any age and any marital status
- Parents and grandparents of the principal or spouse
- Siblings of the principal or spouse, of any age and any marital status
There is no financial-dependency test for adult children, parents or siblings. In practice this means a single application can carry three generations, and brothers and sisters who would be excluded everywhere else.
The schedule also recognises a benefactor: a third party who funds the application without being an applicant, for example a parent paying for adult children. The benefactor is screened too, and pays their own due-diligence and bank fees (see below).
Cost breakdown, line by line
All figures are in US dollars and come from the official schedule at ecrcp.gov.nr. Alpha’s professional service fee is set per case and is always shown as a separate line on our quotation, so the government figures below are what the state receives.

Worked example 1: single applicant
Contribution 90,000 + application fee 5,000 + due diligence 6,000 + bank charge 1,200 + passport 500 = US$102,700 in government costs at the limited-time rate. At the standard rate from 2027 the same file is US$127,700.
Worked example 2: family of four, all aged 16 or over
Principal, spouse and two adult children. Contribution 90,000 + (3 × 2,000) = 96,000. Application fees 5,000 + (3 × 2,000) = 11,000. Due diligence 6,000 + (3 × 3,000) = 15,000. Bank charge 1,700. Passports 4 × 500 = 2,000. Total: US$125,700. That is roughly US$31,400 per person, which is among the lowest per-head figures of any active citizenship programme.
One point of ambiguity we always confirm in writing before a client signs: the schedule lists the 15,000 sibling contribution and the 2,000 dependant contribution as separate lines, so a sibling aged 16 or over may be charged one or both. We price conservatively and confirm with the Program Office for each file.

The sequence matters: the main contribution is paid only after the government has approved the application. The fees paid at filing are the application, due-diligence and bank charges. This protects the applicant, and it is the structure we recommend on every programme that offers it.
What the passport opens, and what it does not
Independent indices place the Nauruan passport at around 86 visa-free or visa-on-arrival destinations. The ones our clients use most are Singapore, Malaysia (30 days), Hong Kong (90 days) and the United Arab Emirates (90 days), plus much of the Pacific and parts of Latin America. It is a Commonwealth member state.
Be equally clear about the limits. Visa-free entry to the United Kingdom ended in December 2025, and there is no visa-free access to the Schengen area or mainland China. Frequently asked questions
Is the contribution refundable? No. It is a donation to the state fund. There is no real-estate or bond alternative.
Can adult children be included if they are married or working? Yes. The 2026 amendments removed the dependency test for children, parents, grandparents and siblings.
Do I need to open a bank account in Nauru? No. Payments are made through the Program Office’s designated channels; the bank charge in the schedule covers that.
Is there an interview? No interview and no visit are required.
What usually delays a file? Unreconciled source-of-funds evidence, name variants across documents, and undisclosed prior visa refusals. All three are caught in our pre-screening, which is why we run it before any fee is paid.
Alpha’s view. At the current rate Nauru is the most cost-efficient way we know to bring an extended family under one citizenship application. It is not a European travel document and should not be bought as one.
