Turkiye grants citizenship by exceptional procedure to foreign investors who meet one of the thresholds in the Regulation on the Implementation of the Turkish Citizenship Law (Article 20): most commonly the purchase of real estate with a title-deed and licensed-valuation value of at least US$400,000, annotated at the land registry with a three-year no-sale commitment; alternatives include a US$500,000 fixed capital investment, bank deposit, government bond or investment-fund purchase held for three years, or creating employment for 50 people. The investor first receives a short-term residence permit, then applies for citizenship; no minimum stay is required. A spouse and children under 18 (and dependent adult children with disabilities) are included; parents and siblings are not. Dual citizenship is permitted. A Turkish passport does not give visa-free entry to the Schengen area, the United Kingdom or the United States.

Active. Citizenship by investment was introduced in 2017 and the real-estate threshold was raised to US$400,000 in June 2022. The route is administered by the General Directorate of Land Registry and Cadastre, the Directorate General of Migration Management and the Ministry of Interior, with the Investment Office running the official portal. Nationals of a small number of countries cannot acquire real estate in Turkiye and therefore cannot use the property route; the list is set by the Turkish government and is checked at pre-screen. Applicants on sanctions lists or with security findings are refused.
The government does not publish a guaranteed timeline; recent cases have typically taken several months from title-deed transfer to the citizenship decision, with the residence-permit and application stages in between. The sequence is:
A Turkish passport gives visa-free or visa-on-arrival entry to a wide range of destinations in Asia, Latin America and the Middle East, but not to the Schengen area, the United Kingdom, the United States or Canada. Turkiye has a treaty of commerce with the United States, so Turkish citizens can apply for the E-2 treaty investor visa by investing in a US business; this is a separate US application. Entry rules change; confirm with the destination state before travelling.
Turkish citizenship does not by itself make you tax resident in Turkiye; residency depends on days spent and where your life is centred. Rental income from the property is taxable in Turkiye. Capital gains on the resale of the property are exempt if it is held for at least five years, which is longer than the three-year citizenship holding period. We do not provide tax advice.
Applications are screened by the Turkish security services and the Ministry of Interior. The land registry, the licensed valuer and the bank each certify parts of the investment. Approval is decided solely by the Republic of Turkiye and is never guaranteed.
